Le gouvernement allemand est confronté à une crise budgétaire en raison de l’annulation par la Cour constitutionnelle de 60 milliards d’euros de dépenses provenant d’un fonds pour le climat et la transformation, entraînant la suspension du frein à l’endettement.

Ce soulagement temporaire pose des problèmes à long terme pour trois raisons. Premièrement, les mesures d’austérité dans une économie en contraction auront un impact sur le budget 2024. Ensuite, les incertitudes juridiques et économiques prolongées freineront les entreprises et les ménages, ce qui affectera l’investissement privé et l’épargne. Enfin, le risque de baisse des investissements publics menace la prospérité à long terme de l’Allemagne.

La nécessité d’augmenter les investissements publics se heurte à la restriction budgétaire historique du pays, ce qui pourrait entraîner une hausse du ratio dette/PIB.
